Packaging Waste & Recycling Regulations

The Producer Responsibility Regulations 1997

The Regulations aim to increase the recycling of packaging waste by making industry responsible for the cost of recycling within the UK. You must comply with the Regulations if you meet or exceed all three of the following threshold tests:

  1. You are a UK business that performs an activity involving packaging materials.

  2. Have a turnover greater than £2million in your last audited
    accounts.

  3. Handle more than 50 tonnes of packaging per year, excluding
    any packaging you subsequently export.

Businesses handling packaging materials including that which contain products etc, a packer/filler, or a retailer may be required to recover and recycle a volume of packaging. This is known as a company’s ‘obligation’. Different companies in the chain from manufacturer to reseller pick up a different sized proportion of the obligation.
